WASHINGTON The Obama administration took the unusual step Friday of asking the Supreme Court to stop Texas from executing a Mexican citizen convicted of raping and killing a 16-year-old girl.
The administration said the court should delay the planned July 7 execution of Humberto Leal for up to six months to give Congress time to consider legislation that would directly affect Leal's case.
The 38-year-old native of Monterrey wasn't told he could contact the Mexican Consulate after his arrest in the murder of Adria Sauceda. His lawyers say police violated an international treaty by not telling Leal he could have consular assistance.

It’s amazing. Every day I keep thinking I’ve reached my max on how much I loathe that bastard in the Whie House and then I read things like this and I find it goes deeper still.
FUBO! Just admit you hate this country and get the eff out!!
Presidential Qualifications test #1.
The Supreme Court needs to tell the obammunist that he doesn't have any standing.
Personally, I think they should let the guy go... from a helicopter at 5,000 ft. ... over mexico.
Ride the lightning Humberto.

The last time the White House, the UN, and the Mexican consulate all teamed up to protest some illegal alien murderer's execution, Texas rightfully told them to shove it and proceeded with the execution as planned. Let's hope history repeats itself. If Mexico is so “outraged” our about criminal justice system, maybe they should stop encouraging their criminals to come here.
Oh, and if any Rick Perry fans think he's Presidential material because he does the right thing on this, let me be the first to say he won't be. Arnold going thru with gang leader/CRIPS founder Tookie’s execution and telling his “native” country of Austria to shove it was one of the few highlights of his governorship. It didn't change the fact he was a lousy Governor the rest of the time, though.
Piss off Hussein. That would be a bill of attainder, prohibited by the Constitution. Oh wait, you don’t give a DAMN about the Constitution.
Every day Congress is in session, there should be at least one resolution passed for the impeachment of Traitorbama.
Couldn’t Obama just grant a pardon? If so, why all the talk?
Doesnt Texas use the chair?
Injection. Texas has carried six executions so far in 2011 and has eight more scheduled at this time for the remainder of 2011 which includes this one being discussed.
Poor little dirt bag. Perhaps he should have raped and murdered a Mexican teenager in Mexico, instead. Let’s treat him the way Mexico would treat an American guilty of the same offense.
Excellent point! Dukakis thought he would endear himself with the anti-death-penalty crowd, Obama with the same crowd plus Hispanics. Some reporter should ask him the question you posed.
This is a state case and not within presidential pardon power.(Not like he cares)
The President has the power to pardon for. Federal crimes, not state crimes. Even if he could pardon this guy, I doubt he would. I think this filing is less about getting this guy off, and more about asserting federal power (and a treaty entered into by the fed govt) over Texas.
Of course. He is pulling the old “hell, I tried to save him but the evil republicans killed him anyway” routine.
Never mind that the SOB is a murderer.
FUBO! You have no authority to interfere in a state’s business.
We saw it coming when he got elected but most of us didn't think it could be this bad.
Every day, chip by chip, this guy ruins a piece of our country.
Perry has no authority over obama. He can do only so much.
