At a California Senate oversight hearing yesterday called by Senator Pavley, a joint author of the state's landmark Global Warming Solutions Act (AB 32), Air Resources Board Chairman Nichols reaffirmed her agency's commitment to proceed with implementation of a robust package of clean energy policies backed up with a cap-and-trade program to cut the state's emissions back to 1990 levels by 2020.
Chairman Nichols also announced a major new addition to the AB 32 package - CARB will require that major industrial facilities in California, such as refineries and cement plants, implement cost-effective reduction measures that will provide significant greenhouse gas emissions reductions, public health benefits in communities most burdened by pollution, and economic benefits through energy efficiency improvements.
By requiring emission reductions at each major industrial facility, this plan will fill a key gap in California's climate program and implement an important policy that NRDC and our environmental and environmental justice colleagues have been strongly advocating for several years. (For example, NRDC recently sent Governor Brown a letter identifying this as a top priority to continue improving AB 32 implementation.)

I would post the ubiquitous “would the last business leaving California please turn out the lights” but with California’s eco-nut policies, the lights will go out on their own.
The libs just keep piling on — how long before all the companies in Taxifornia are gone? It is not jobs we are losing, it is the COMPANIES THAT CREATE THE JOBS. The DemoRats just keep overregulating companies out of the state and offshore.

Then how are the libs going to pay their bills? The CARB does not care — only “justifying” its own liberal existence like any other liberal government cancer....
The only thing that should really be cut back to 1990’s levels is salary for government employees, benefits for government employees, staff for elected officials...
But that’s for you and me - the biggest joke is that air quality standards have become massively more stringent over the last two decades. A ‘stage 1’ smog alert today would barely reach a hazardous ranking in 1990, and the 50 average of air quality incidents that Los Angeles has had over the past decade includes weeks of massive fires that ringed the city, and only a couple ‘stage 1’ rankings.
For California to go back to 1990’s levels, we’d have to rebirth industrial output, reopen factories, and put even more people on the road. But these are mythical 1990’s levels that have no basis in historical fact, but are instead simply made up standards.
While we’re at it, how about restoring the leadership back to 1990 levels? Down goes Brown, bring back Deukmejian.
This is actually what the founders had in mind in instituting a federal system giving states great leeway in implementing their own laws and serving as a laboratory of governments.
So we’ll see how successful the environuts will be, now that they have unfettered control of California, in creating their utopia.
I live in California.... Beautiful state, unbeatable weather - I’m doing an experiment of my own. How long will it be before the consequences of the stupidity of these fools will outweigh its beauty and its weather and I’ll be packing my bags.
