Gov. Jerry Brown and Democratic legislative leaders announced today that they have reached an agreement on a new majority-vote budget plan.
"We've had some tough discussions, but I can tell you that the Democrats in both the Senate and the Assembly have now joined with the administration and myself and we have a very good plan going forward with the budget," Brown said at a press conference in his office this afternoon.
The proposal, outlined in this post, assumes that the state will bring in an additional $4 billion in revenues in the upcoming fiscal year, based in part on higher-than-expected revenue figures in recent months. If those revenues fail to materialize, steeper cuts to programs including K-12 schools, higher education, public safety programs and In-Home Supportive Services would occur later in the year.
"We have severe trigger cuts that will be triggered and go into effect (without the projected revenues)," Brown said. "And those are real."

Still, there's one dirty trick in this one that is not likely to pass Constitutional OR Political muster: The Democrats would continue the extra and "temporary" 1% Sales Tax beyond June 30th. Yet, in a complicated maneuver called a "tax swap" will redirect those monies to counties and cities to off-set the states' reduction in Public Safety spending.
They essentially increased taxes at the state level without the Constitutionally mandated 2/3 majority vote.
And, not a peep from the CA GOP.
In other words CA. Citizens, buy off on this; or else...
I view this latest California budget/debt solution as another case of smoke, mirrors, and political posturing. Why/ Well, how many other budget/debt solutions have been announced? Where did they go?
My bottom line is what's the bet on when will the next budget/debt solution be announced in Sacramento? Six months? Or something less?
This budget will LITERALLY throw grandma into the street if the GOP and the Electorate will not vote to raise taxes.

No problem. Activist judges will ‘decide’ that funding to education cannot be reduced, and the pols will say “Don’t blame us”.

Personally..I'm looking forward to seeing it on the nightly news.....Could be made into a great “Reality based documentary” on Liberal and Progressive thinking...

The Howard Jarvis Taxpayer Assn will sue immediately, but in the meantime the illegal tax will be collected and spent — good luck getting a refund when it’s declared illegal. Keep your receipt if you buy anything big like a car or appliances after June 30.
Seeing more out of state plates here in California lately. Could it be? Naw.
