A WOMAN'S leg was broken and several other people were injured Saturday night when a large group of teens accosted pedestrians in Spring Garden, police and witnesses said. Philadelphia police responded to two reports of pedestrians being assaulted by a large group of young people along Broad Street about 9:30 p.m.

I agree completely, its not genetics, its the culture. In addition, it is difficult for black kids raised outside their destructive culture to stay out of it. I knew some black kids who where smart and did well in school. Their parents tried their best to keep them away from the bad elements but as they got older it was impossible. They ended up getting in trouble and dropping out.
The ‘culture’ is a reflection of the genetics.
And in a tribe/herd mentality, it is not usually the geniuses who are the leaders. It is the most ruthless ... who are usually only average or below, mentality. Sadly, for some jackasson reason, black yutes seem to have a visceral hatred for an educated, intelligent, conservative (as in God fearing) fellow black person.

Our nipples remain due to the fact that every child starts out in the womb as FEMALE. Males diverge during gestation and retain nipples because that information was already decided. For evolution to remove nipples from men, it wold have to remove them from ALL humans.

Those were derived from the ancient civilizations near Nubia and Ethiopia, peoples who had contact with ancient Egypt and the Muslim world. Any written languages from sub-Saharan Africa, or the interior?

We run into such oddities every day, but it stands to reason that some of them might not like being mugged or stabbed.

Why is the government paying (welfare) for ever more of these people? If you want more of something, subsidize it. It makes no sense to pay single women to have fatherless babies.
I think we’re somewhere between 1857-1859 if you are going by the Civil War calendar. I’m just not sure there’s any fight left in the real Americans. We’ll see. Without some strong military support nothing can really happen.
I don't think anyone disputes that the full range of intelligence from very low to genius can be found in all groups. It's the average intelligence of the groups that are consistent around the world based on IQ tests, and the reasons for that is where the controversies lie.

As for Philly, I don’t know if a “booster shot” will work. I think one or two well-placed MOABs are needed on the streets of Philly.
It’s starting to look like this is being organized behind the scenes. After enough ‘riots’, Obama’s government will recommend a solution that will take away freedom. We need to seize the opportunity before he does and claim that the solution to these mobs is to stop paying single women to have fatherless babies. No more welfare checks, only raw food materials like dried beans, rice and powdered milk.
Perhaps you don’t have children? Most parents quickly realize empirically that nature is much stronger than nurture.

An oddity?? Compared to what? The whole country has been taken over by oddities. This place has become a cultural freak show.
