It is possible that Issa didn't understand all the ramifications at that time. If you aren't actively involved in the RKBA battle you might not see the implications of the plan, and you might buy the BS.

When presented with facts regarding what/who you normally trust, it can take a while to process the information to the point of concluding it’s “felony-stupid”. Loyalist Democrats who understand the gravity of 'Operation Fast And Furious' and where it might lead can barely conceal their panic in their replies on message boards.
Here's proof: On every US news site where commentary from 'Operation Fast And Furious' is permitted, up until today the discussion has been dominated by RKBA proponents aghast at the BATFE's crimes. Democrats have largely been silent, hoping that this all go away.
Now this article comes out and you'll see the Democrats finally come out swinging as if this story actually means something, when it doesn't.
It is time to appoint an Independent Prosecutor.

Where are "the authorities" on this issue - surely there is at least one felony involved in that act.
