Perry calls Lege into immediate special session

AUSTIN — In an unconventional move, Gov. Rick Perry recalled the Texas Legislature into a special session May 31, rather than waiting the traditional period of 30 days before doing so.

The special session itself is not surprising; in the closing days of the regular session, which concluded May 30, critical bills on school finance and the state budget collapsed, making an overtime meeting unavoidable. But the timing is a surprise play out of right field.

Ordinarily, special sessions are called in July. That way, Perry can veto legislation in June without fear of a legislative override, and it gives lawmakers time to return home and enjoy the Fourth of July holiday before being recalled to Austin. Last session, a special session in July lasted only three days, or time enough to wrap up a few loose ends.

But this year, Perry called the special session immediately. Lawmakers never even left town. And the stakes are much higher this time.

The top priority will be the state budget, and with it a pair of bills outlining funding formulas and mechanisms for public schools and health care. But there will likely be other issues as well, including a congressional redistricting bill that had been unseen during the regular session—only to appear, as if on cue, during the opening hours of the special session.

Special sessions are called into place for 30 days, but there's no limit to how many subsequent sessions Perry can call. The 82nd Texas Legislature may still be far from over.

If the Republicans won’t grow a set and do what needs to be done NOW,

30 days of waiting won’t make any difference!

(Another 30 days would just be more time for the liberal establishment to push their “we’re not progressive enough” BS)

If the Republicans won't grow a set and do what needs to be done NOW, 30 days of waiting won't make any difference!

They say it is about the budget and redistricting. Gut hunch tells me there might be more to this.

I heard a news clip earlier that the dims are not happy with the new redistricting maps. That may be a good sign. I think the sanctuary city and the TSA groping bills may be on the agenda again.

If I understand it correctly, some Den Senator filibustered education spending for next year. They either had to call a special session, or no school funding for next year.

Once called however, the Gov gets to set the agenda. It’s one of the few strong powers of the Tx Gov.

Seems like a political miscalculation for the dems to force Perry’s hand on a special session.

Hard to say. However, the redistricting issue kicked off early in the regular session. There has been plenty of time to address it. Apparently Rick is anticipating a bit of a knockdown/drag-out over it and wanted to get "regular" issues out of the way first.

He can call as many special sessions as he needs to cover remaining issues and they are issues that will not appear "trivial" (according to the donks).

Sanctuary cities might be back in the game as well. Gov. Perry brought this up early in the session (Jan).

I just can't tell what is up with the TSA issue.

The donks want the lib teachers to be immune to any fair budget restraints, ie, teachers are immune to cuts. Gotta keep those dem votes, don't cha know!

They are drooling over the chance to totally drain the Rainy Day Fund and see this as their chance to do so. Texas having such a reserve is a constant irritant to them, they want to destroy it.

Gov. Perry is willing to use a portion of it this time as that is what it is for. But it needs to be accompanied by matching cuts as well. And then it's hands off, future adjustments will be by the budgetary process alone, NOT the wishing well.

He wants to get done what he wants done then break to announce a run for President? He mentioned on one of the interviews, I forget which one, that he didn’t have time to think about it or decide until this session was over.

Even though he is doing a lot of good for Texas now he has a "history" on both sides of conservatism.

I think if he went to dee-cee he would fall directly into the middle of the dark side of the GOP good-ol-boys club.

He is getting a lot of trial balloons from local RINO'ish Talk Radio host Mark Davis. I can't stand Mark, therefore I can't say how all that went.

Nevertheless, the fact is, that Gov. Perry has been doing a lot of good for Texas. Yes, he’s got issues, but who doesn’t? Even Sarah Palin has issues. No one is immune from having issues.

I think Gov. Perry would be an excellent President, should he run and be elected......or, at least, a far cry from Obama.

This legislative session is a big test of his ability to maneuver through budget deadlocks and if he comes out of it successfully, I believe that will boost his credentials even further.

Over 10 years as a chief executive of one of the largest states in the country is a powerful qualification that very few in America can match today.

I don’t agree with everything that Perry has done, but I really think he should be given a chance. I think many may be pleasantly surprised.
