Hard to say. However, the redistricting issue kicked off early in the regular session. There has been plenty of time to address it. Apparently Rick is anticipating a bit of a knockdown/drag-out over it and wanted to get "regular" issues out of the way first.

He can call as many special sessions as he needs to cover remaining issues and they are issues that will not appear "trivial" (according to the donks).

Sanctuary cities might be back in the game as well. Gov. Perry brought this up early in the session (Jan).

I just can't tell what is up with the TSA issue.
