It’s completely believable that it was Leon Panetta and the military commanders who made the decision while the Won was getting mulligans on the golf course.
It reminds me of a situation I observed a couple of decades ago in an IT environment, then still called ‘Data Processing’, if I remember correctly. The head of Operations, when there were still Operations departments, before the lights out data centers, was an Affirmative Action semi-literate genius, who like the Community Organizer was incapable of a major decision, except to fire his best operator who happened to be homosexual, and hire semi-legal Mexicans to abuse. Decisions would be made for him by the systems manager, my boss, or his boss the VP of IT.
Instead, he and the rest of the guys prefered to showboat it. And look at the result...
