Some issues to resolve:
(1) The white shadows around the lettering.
(2) The designation of the father's race as "African." (Same as on the COLB.) "African" was not used to describe a person's race in 1961. Much more likely that Obama Sr. would be described as "Negro" or "colored".
(3) Was the MD who signed the form a practitioner in Hawaii at the time? If so, his signature should be compared to other known signatures of him. Also, was it customary for the doctor to sign the certificate days after the birth?
(4) The "Ann Dunham Obama" signature should be compared to known handwriting samples.
(5) What is the meaning of the penciled in numbers and "x"s at various locations on the form?
(6) Was light green hashed background paper used at all for birth certificates in 1961? When was it first introduced?

I did find a David Sinclair originally licensed as an MD in 1960 (license # MD-1064) in Hawaii which expired in 1990 and not renewed..... Died in the mid 2000’s

There is NO issue with the safety paper. Once a document image is inside a computer, it can be printed out on any kind of paper. The Booth BC, released during the past several weeks, is printed on similar paper.

If a doctor did maybe he put African since BHO Sr. was an African and not a native.
Shouldn’t be too hard to find up whether other Black parents in Hawaii were listed as Negro or something else.
