WHAT?!!!
When I went to school, I could bring lunches, or buy them whenever I pleased on any given day. On a given day, I usually decided to bring my own, because I hated waiting in line, then deciding to eat afterwards.
Well, I guess this is Chicago though.

The schools depend on the federal school lunch cash... can’t have kids who want better tasting food derailing the gravy train.

Nutritional value has nothing to do with it. It’s the people getting paid to supply the lunches that are gaining the value. Someone is getting a kick back.

It's about the federal dollars for the school lunch program and the contacted firms who prepare and supply the food.
If the federal government paid fifty cents more to eat sand, it would be in every kid's diet throughout the land and celebrated as the new health initiative. China tried that about 75 years ago and a few billion people died.

Principal Elsa Carmona said her intention is to protect students from their own unhealthful food choices.So now we know how some of the students in her school pass to upper grades without real qualifications: the school must be answering their multiple choice test questions for them to protect them from getting the wrong answers.
Cradle to grave control.
I guess students in her school are just too dumb and ignorant to survive without such assistance.
