Coming Up: A Senate Vote On Obamacare

One of the more intriguing parts of the budget deal announced late last night was a commitment from Harry Reid to allow two floor votes on Republican legislative priorities, both of which would never have otherwise seen in the Senate chamber before 2013. The first is the effort to defund Planned Parenthood, a rider that got stripped out of last night’s final compromise, which would have an uncertain future in the Senate anyway. The second, though, holds a great deal more promise, and a great deal of political risk for Democrats:

House Speaker John Boehner, R-Ohio, agreed to remove the Planned Parenthood provision in exchange for an agreement that would allow Congress to take up the funding issue separately.The Republicans also won inclusion of a provision that will require the Senate to vote on a bill to de-fund the health care reform law.

This codicil didn’t even get a mention in other news reports, but could be one of the more significant aspects of the agreement. The House has already worked on a bill to repeal ObamaCare, which before now had absolutely no chance of consideration while Harry Reid ran the Senate. As we repeatedly pointed out during the election, repeal of ObamaCare will be impossible until at least 2013, when we have an opportunity to elect and install a new President who will sign such a bill, even had we won control of the Senate.

So this isn’t important because it holds some new hope for a quicker repeal. Rather, it forces Democrats to defend the massive government expansion of control yet again, this time closer to the 2012 election. Democrats didn’t run on ObamaCare in 2010, except in reliably liberal districts for House races, and the last thing they need in an already-difficult cycle is another reminder to voters of the unpopular program. By forcing a floor vote in this agreement, Reid will have to get his caucus — now reduced to 53 rather than 59 — to entirely back ObamaCare in a new vote.

That means Senators like Bill Nelson in Florida will have to back it, even with the latest Quinnipiac poll showing voters there opposing it 41/49 more than a year after its rollout. Jon Tester in Montana will have to explain yet again to his constituents why he wants the IRS to be health-insurance cops. Claire McCaskill already has enough problems in Missouri, as does Ben Nelson in Nebraska. Even Democrats running for re-election in 2014 — like Mary Landrieu of Louisiana and Mark Pryor in Arkansas — will have to go back on the record to support it in order to keep the repeal from passing Congress, and that comes after the clear expression of voter disapproval in last year’s midterms.

Of course, even if that happened, Obama would veto it, but that creates problems for him as well. If Democrats peel away from ObamaCare and he has to veto it to keep it in place, he suddenly looks very extreme and out of touch. He’d have to explain why his only real legislative accomplishment has become so toxic that his own party doesn’t back it any more, which would put him even further on the defensive and eliminate the “GOP used scare tactics” defense of ObamaCare that he’ll undoubtedly use on the campaign trail.

Frankly, I’m surprised Reid and Obama agreed to this. This has zero upside for Democrats heading into 2012, and looks like a political trap.

Update II: The first two commenters believe Reid will renege on his promise, but that would also be political suicide. Reid already has proven inept in budgeting matters, and if he breaks an agreement now, there will be hell to pay on the campaign trail in 2012 for it. That will be an NRSC ad in every Senate race, asking voters whether they want to send a Democrat to the Senate and leave a lying welcher in charge.

Although I'm disappointed in aspects of this deal, the prospects of having Obamacare repeal come up for a vote in the Senate is HUGE. 2012 just got even more interesting.

So tell us; with the performance of Beohner last night, care to tell us why you’re optomistic about the GOP doing anything serious to repeal Obamacare?

Oh wait, I know why you’re confident....Boehner will ensure us that he got the best deal he could!

Now I see why you’re optimistic!

The Dems must laugh their ASSES off at us.

Make that McConnell. Aw heck, it really doesn’t matter, the leadership is the same in both houses of congress anyways.

This is “huge”. If the Democrat Party has any smarts at all (they don’t), they would vote against Planned Parenthood funding & then vote to kill “Obamacare”. The multiple reasons are quite obvious across the board, but I’ll let the “dummie” Democrat morons figure it out. Hint: Obama’s fifteen minutes of fame are over!!!

Even if there is a written agreement, it will not come to the floor, done under both protest and duress by the Democrats, media will not bat and eye nor cover it.

Question: Does this mean that Reid has promised to allow the bill to come to a vote, or merely to be introduced..If the latter, then cloture would be needed. 41 Dems could block it..

Those who stubbornly refuse to accept success should consider the implications of this clause in Boehner's deal.

I wish I could have watched Reid when he had to swallow this concession during the negotiations. I bet his face was the picture of hate.

Actually this explains why Boehner did what he did. All told, especially with Ryan’s budget coming up and the fact that “we” were only asking for small potatoes anyway on the CR, this was a good deal IF the scumbag Reid keeps his promise.

This makes our taking the senate in ‘12 almost certain and can’t be good for Obama—which is VERY good for the country.

I’m also surprised that Reid agreed to allow the Deathcare vote.

Planned Parenthood is a national infrastructure and business model for nationalized healthcare. Late this year they will rebrand Planned Parenthood and expand it's charter to something like "Planned Health Network". (much like ACORN)

There is a reason besides abortion that the dems would fight tooth and nail over Planned Parenthood funding. Planned Parenthood will become our National Healthcare outlets.

I’m cautiously optimistic. The fact the Nelson the the other dems have to go back on record, that is a good thing. If Reid keeps his promise... and that’s a big if..

If the vote happen, we take the Senate , and it’s a whole new ball game.

I'm short on facts, but that's never stopped me from having an opinion (grin). Prediction? It will not get a vote on the floor of the Senate.

Reid is a communist. The communists never honored any treaties made with the US. Reid will be true to his communist principles.

Good question, but the result could be the same IF the conservative Republicans could frame it (the vote for cloture) as a vote of support or opposition to Obamacare.  I think.
 
When I saw the results of the midterms last Fall, I concluded that there would only be one thing conservatives could do in 2011 relative to either Obamacare or the deficit/debtproblem.  That one thing would be to force the Democrats to go on record voting against the wishes of the people on both of those headline issues, leading up to the 2012 campaign cycle.
 
As frustrating as it is, I don't live in a world that ignores the fact that we didn't get control of the Senate or the fact that we could hope to have anywhere enough votes in the Senate to override a presidential veto on any vote that mattered.  No, our only hope is with "finishing the job" via the 2012 elections.  So, to me, 100% of our strategic efforts must deal with that reality.  Anything we can get in the meantime, great.  But, rest assured, it will not be anything that is satisfying or fulfilling and the sooner we realize this, the better we can focus on the most important strategic efforts.
 
Some will (understandably) say that even if we win the Senate and White House in 2012 they still will not trust the Republicans to do what is needed to cure what ails the country.  Maybe so.  But I know with certainty that we will not get anywhere with the Democrats in control of 2/3 of the political power equation.

McCaskill will support O’Care. She knows she’s toast anyway if she DOES run again, and thus probably won’t BE running. So she may as well suck up for that next government job and/or post-retirement left-wing-organization honorary award.

This is great news. Nothing big will happen until we control the senate and administration. Reid will have to honor his agreement to allow senate votes on these issues.

If he doesn’t then there will be consessions needed to get a vote in the House on raising the debt ceiling. Reid is in a corner on this.

Boehner was not there to make a deal. He fell for it thinking he had to deal.

He should have been there to state unequivocably “no deal, cut the deficit to this figure or we will shut the government down until you do.
