Speaker John Boehner (R-Ohio) is set to introduce a bill Monday night to fund the military through September and fund government operations for one more week, Republican sources tell The Hill.
Boehner's move is intended to prevent a government shutdown that would start after Friday without another measure to fund the government.
House Appropriations Committee Chairman Hal Rogers (R-Ky.) said the GOP was trying to prevent a government shutdown "at all costs."
Were serious about trying to prevent a government shutdown. Were also serious about cutting spending," he told reporters after a meeting of the GOP conference on Monday evening.
Boehner told GOP lawmakers attending a closed-door conference meeting that he needed leverage going into a meeting with President Obama and Senate Democratic leaders at the White House on Tuesday morning, a lawmaker told The Hill.
He said he needs this (the as-of-yet-introduced bill) and the support of the conference going into that meeting at the White House, because he feels it gives him more leverage, the source explained to The Hill.

Well, as it turns out, it depends on which tea partiers you're talking about. Most real tea partiers want substantial cuts in federal spending, but some tea partiers have learned that substantial cuts in federal spending will of necessity include cuts in their social welfare programs (Social Security, Medicare) and that's not what they had in mind. One big hurdle to cutting government spending is that all of our seniors are now on welfare.
I want an actual budget. With a budget, they could stop implementing Obamacare. Obamacare is killing the finances of individuals and the country. Why is it too much to ask for an actual budget? That is their job. They use these stop gap measures as an excuse to keep on enforcing Obamacare. When is it going to be enough? Too much? They have time for everything else—i.e.: all the legislation we hate, and that is killing us. Why do they not have time to make areal budget?
The problem for the pubbies is not that they are unprincipled, craven cowards, but that they majority of the Amerikan electorate has a conniption fit at the thought of the money spiggot being turned down. that is why the only hope is for USA 2.0. Version 1.0 is toast.

I think we are on the same page. I see it as strategic. The left is unglued about Libya, after already being unglued about Iraq & Afghanistan. So, now Boehner is going to force mandatory spending on the DoD, but not the rest of government, to gauge what is really important to the left. I know I am not doing a good job of explaining, but, a couple of Tweets during the game laid it out well, though I cannot remember which ones now.

What is largely misunderstood is that Paul Ryan IS introducing a budget tomorrow...for 2012. And that is this Congress' responsbility.
The Continuing Resolutions are another topic. The reason the GOP Congress is having to pass those to keep the Gov't open THIS YEAR is that the Dems DID NOT pass a 2011 budget.
Too many are deceived into thinking a "government shutdown" means "government shutdown". It means nothing of the sort. It's an empty threat the GOP is forced to take seriously because of their inability to counter Democrat lies.
There’s always an excuse to keep on funding Obamacare. Always.
Boehner is neither dumb nor afraid.
Simply put, he is having to do the business now of what the Dems failed to do last year...thus the Continuing Resolutions.
However, as far as this Congress's responsibilities go...they is about to unveil major cuts in their 2012 budget tomorrow.
