Dane County District Attorney Ismael Ozanne filed the charges Thursday. He says "it's odd" law enforcement never took Windels into custody.
"The reality is, the person was not placed into custody, so at some point, law enforcement didn't see the person as an imminent threat," Ozanne said. "It's not that the case was not serious or taken seriously by law enforcement or by this office."
This morning, the Justice Department sent a letter to the media, saying it was concerned about the "lack of action" on the case by the D.A.'s office. The Justice Department had referred the case to Ozanne two weeks prior.
Ozanne says his office filed charges in an appropriate amount of time.
"The file was reviewed as quickly as possible," he said.

I would say the same thing about anyone making terroristic threats or threatening bodily harm to lawmakers and their families. New tone of civility my ass.
Personally, I'm all for making ANY crime committed by a public official a capital offense, where they are taken out to the court house parking lot and shot behind the ear, the bill for the round being sent to the next of kin, after ONE appeal.
We will either have more honest lawmakers and enforcers, or MUCH sneakier thieves and liars.

message to a person, on an electronic mail system and in that message threaten to inflict
injury or physical harm to any person or the property of any person, contrary to sec.
947.0125(2)(a), 939.51(3)(b) Wis. Stats., a Class B Misdemeanor, and upon conviction
may be fined not more than One Thousand Dollars ($1,000), or imprisoned not more than
ninety (90) days, or both.
Count 2: BOMB SCARE
The above-named defendant on or about Wednesday, March 09, 2011, in the Village of
Cross Plains, Dane County, Wisconsin, did intentionally convey or caused to be conveyed
a threat or false information, knowing such to be false, concerning an attempt or alleged
attempt being made or to be made to destroy any property by the means of explosives,
contrary to sec. 947.015, 939.50(3)(i) Wis. Stats., a Class I Felony, and upon conviction
may be fined not more than Ten Thousand Dollars ($10,000), or imprisoned not more than

FACTS:
Your complainant is a Court Officer with the Wisconsin Department of Justice and for this
complaint is relying on the written reports submitted by Special Agents Anna King and
Ricardo Tijerino.
S/A King reports on March 9, 2011, at approximately 11:00 p.m., she received information
from Special Agent In Charge, Jennifer Price, that an unknown subject sent two e-mail
messages to Wisconsin Government Officials threatening actions that would cause death
or great bodily harm.
S/A King reports on March 10, 2011, she received and reviewed the e-mail messages and
found the content to be threatening in nature. The first e-mail was sent from user account
name “Lisa Patterson” with an email account address of lessylisa@gmail.com. The
message was sent on Wednesday, March 9, 2011, at 8:08 p.m., to
Sen.Cowles@legis.wisconsin.gov. The receiving e-mail account is utilized by Wisconsin
State Senator Robert Cowles and the message content is as follows:
I want to make this perfectly clear. Because of your actions today and in
t=e past couple of weeks I and the group of people that are working with
me =ave decided that we’ve had enough. We feel that you and your
republica= dictators have to die. This is how it’s going to happen: I as well
as=many others know where you and your family live, it’s a matter of
publ=c records. We have all planned to assult you by arriving at your
house and=putting a nice little bullet in your head. However, this isn’t
enough.=We also have decided that this may not be enough to send the
message. So w= have built several bombs that we have placed in various
locations around =he areas in which we know that you frequent. This
includes, your house, yo=r car, the state capitol, and well I won’t tell you all
of them becaus= that’s just no fun. Since we know that you are not smart
enough to fi=ure out why this is happening to you we have decided to
make it perfectly =lear to you. If you and your goonies feel that it’s
necessary to strip=the rights of 300,000 people and ruin their lives, making

S/A Tijerino reports on March 10, 2011, he received information from S/A King that the IP
address from which the aforementioned e-mails were sent belonged to Karen and William
Windels, who reside at 1906 Pats Place, in the village of Cross Plains, Dane County,
Wisconsin.
S/A Tijerino reports at approximately 2:55 p.m., he and village of Cross Plains Chief of
Police Thomas J. Janssen met with the defendant herein, identified as Katherine Ruth
Windels, date of birth December 1, 1984, at her residence located at 1906 Pats Place,
Cross Plains, Dane County, Wisconsin. S/A Tijerino reports during the interview Windels
confirmed that the email account nickydoodlebug@rocketmail.com belonged to her and
Windels stated that she was the only one that used the account.
S/A Tijerino reports at 5:41 p.m., he received information from S/A King that the subscriber
for email account: lessylisa@gmail.com had a secondary email account:
nickydoodlebug@rocketmail.com. S/A Tijerino reports that he responded to the Windels
residence and he obtained consent to search the computers in the home from the owner,
identified as the defendant’s father, William A. Windels.
S/A Tijerino reports he asked the defendant if she had sent out an email to anyone
threatening bodily harm and she replied, “I guess . . . if you consider bodily harm . . . .”
S/A Tijerino asked the defendant to elaborate and she stated, “I sent out emails that I was
disgusted and very upset by what they were doing.”
S/A Tijerino reports the defendant stated that she called them a bad word, “assholes.” S/A
Tijerino reports the defendant said, “I might have said that I am going to kill you or I want to
kill you.” S/A Tijerino reports he asked the defendant how many emails she sent and she
answered, “I sent one to the Republican senators.”
S/A Tijerino reports he asked the defendant if he read a line from the email would she be
able to remember if it was her e-mail and she replied, “Probably, yeah.” S/A Tijerino
reports he read the following passage:
“Please put your things in order because you will be killed and your families will also be
killed due to your actions in the last 8 weeks.”
The defendant replied, “I think I said that, but I don’t know why I said that.” S/A Tijerino
reports he asked the defendant if she thought that if he read another line she might
remember and she replied, “I know I said that, but I don’t know why I said that.”
S/A Tijerino asked the defendant if she was 100% sure that she typed those words and
she replied, “Yes.” S/A Tijerino reports the defendant said she was angry “about what they
were doing,” referring to the Senators.

S/A Tijerino reports he read the defendant the following passages:
“This includes, your house, your car, the state capitol, and well I won’t tell you all of them
because that’s just no fun.” “Please make your peace with God as soon as possible and
say goodbye to your loved ones we will not wait any longer. YOU WILL DIE!!!!”
S/A Tijerino reports the defendant said, “Ok,” and he then clarified that was, “Okay. . . yes
you did it,” and she replied, “Yes, I’m just confused because I wrote.” The defendant then
said she had written a lot more. S/A Tijerino reports he asked the defendant if she
intended to follow through on any of her statements and she replied, “No.”
S/A Tijerino reports on March 14, 2011, at approximately 4:11 p.m., he met with Lisa K.
Patterson and he showed Patterson the account lessylisa@gmail.com, which is in the
name of Lisa Patterson. Patterson stated she did not set up this e-mail address and she
never gave anyone permission to do so.
This complaint is based on the information and belief of your complainant, who is a Court
Officer for the Wisconsin Department of Justice and who learned of the above offenses
from the reports of Special Agents King and Tijerino, which reports your complainant
believes to be truthful and reliable inasmuch as they prepared during the course of the
agents’ official duties.
Further, your complainant believes the information furnished by the witnesses to be truthful
and reliable inasmuch as they are citizen informants and witnessed the events described.
Further, your complainant believes the information furnished by defendant to be truthful
and reliable insofar as they are admissions against penal interest.

At some point during all this, Windels will state to the press that what she had sent was being taken out of context.
