Oh God, I hate having to defend anything Obama says, but this is a stretch.

If he said we need to figure out "how this outrageous attack took place" (and not "why?") then he's right. There was obviously a security breakdown that allowed this to happen.

It sounds to me like the teleprompter said or was supposed to say something like "our sympathies to those lost servicemen" and something or somebody messed up.
