She is talking about the anarchy and lawlessness that is being unchecked by local and capital police. If the Chief of Capital Police cannot do his duty, he should be fired.
I have been saying here for a week, that the great gains in PR by the GOP, will soon start to be offset by the lack of will to bring law and order back to the WI Capital. Anarchy is reigning and nothing is being done about it.

Walker is using this speech — appropriately so — to compel the Wisconsin Democrat senators (who continue to hold their collective breath trying to get their way) to do their democratic duty and return to work less their districts suffer.
