Budget Blog: Assembly gets off to contentious start, tempers flare during committee vote on photo ID

The Assembly got off to a contentious start today as it began debating the guv's budget repair bill and both sides continued to bicker over an attempt by Republicans to force a quick vote on the legislation.

It was a much quieter day initially in the Senate, where Dems again failed to show up for debate. But tensions ramped up in a committee exec over legislation to require voters to show an ID at the polls.

Sen. Mary Lazich refused to allow Sen. Jon Erpenbach to vote via phone in committee accusing him of unethical behavior.

Dems (in the orange jerseys) are Not Happy Campers as debate on the Budget Repair Bill gets underway. Shrill and Sanctimonious pretty well sum it up. They're outnumbered but that doesn't slow the rhetoric about "listening the people", "out of touch with reality", "misguided Governor", "taking away peoples rights", etc, ad nauseum...

Sort of like watching sausage being made...

Democrats know that they will lose 3-5% of their total vote count if IDs are required.

Senate GOP leaders requiring missing Dems to pick up checks in person
In their latest attempt to force Dems back to the Senate, GOP leaders have voted to require their missing counterparts to pick up their paychecks, per diems or any expense check in person on the chamber floor.

Senate Org voted by paper ballot today 3-2 along party lines to impose the requirement on any senator absent without leave for two or more days.

The ballot also suspends direct deposit for any lawmaker absent and specifies the majority leader will only provide the checks to the missing senators and only on the Senate floor during a session day.

They should cut them off totally, but at least cutting them off from electronic banking is a good start.

They should have said they'd call him back, convene the Senate, and get everything ready to go...

Then when they called him back and he answered, declare they have a quorum and ring the bell for the budget vote.

There is nothing the Democrats would like more than a vote that can be easily challenged in court.

courts avoid ruling on the internal workings of the legislature because of separation of powers.

They MIGHT file but they could not win.

They should have asked him if he was going on record as to being in the senate that day. Sounded like his vote by phone would warrant the call for a quorum.

Unless I’m missing something, if a Democrat Senator votes in any way (and assuming that all the Reps are there), don’t they then have a quorum?
