President Reagan and Soviet President Leonid Brezhnev exchanged tough talk on nuclear missiles yesterday in political speeches on opposite sides of the globe, with Reagan charging that Brezhnev's proposed freeze on medium range nuclear missiles would lock in a substantial Soviet advantage.
