IIRC, the Chinese have been looking into that method. There has a lot that has been written about the F-117 shootdown over Serbia. I'm inclined to believe that the Serbs (probably with some outside help) took a fairly standard SAM radar & tricked it up to look for very small targets. This will work if you are looking at a very small slice of the sky and you know with some accuracy when the target aircraft is likely to arrive.
The cell tower method would likely involve a lot of sophisticated software and a degree of network reliablilty that might not have been possible for the Serbs. I say "might".
We may never know but I read that it was pure luck.
And yes, the French and Greeks did leak lots and lots of NATO secrets. This shows the weakness of NATO, you need ‘consensus’ of 28 countries with divergent interests and goals. Can you imagine a US General leaking info to Saddam because “Bush lied about the war for oil” ?? Yet, in NATO it happens because each country has different alliances and goals. Even if Russia attacked them tomorrow a few countries would betray NATO for cheaper Russian gas or whatever.

What's the big deal? They have thousands of people here at our universities and companies stealing everything they can.
Some people might be shocked to know how much of an effort China makes to steal technology from us.
