Lawsuit looms over law to require thumbprint, restrict Internet and mail-order sales.
Right now, law enforcement officials have no idea who buys handgun ammunition in California or how much. That will change on Feb. 1, unless a court intervenes.
Under a new law, those buying handgun ammunition will have to provide dealers with a thumbprint, photo identification, address and birth date.
The thrust of the law is to make it easier for police to investigate or prevent gun crimes by tracking bullet purchases by those already barred from possessing guns, such as felons, those convicted of firearms-related misdemeanors or members of criminal street gangs under court injunction.
Also, Californians will no longer be allowed to receive handgun ammunition directly through the Internet or by mail order.
Dealers are wary of the new law, among the strictest of its kind in the nation.
People will just buy it elsewhere, said Marc Halcon, owner of the American Shooting Center in San Diego. It just further enlarges our economic problems.
Halcon, who is also president of the California Association of Firearms Retailers. said the law is riddled with flaws. He and other critics contend it violates Second Amendment gun rights, breaches federal interstate commerce laws and is too vague, making it difficult for vendors to comply.

Any round that CAN be fired from a handgun? I guess the owners of .22 rifles are screwed. People that own carbines would already be screwed, because they are dumb enough to live in CA in the first place.

There is no way I would ever live in CA at this point in time. They are so screwed it’s unbelievable.
Criminals will just buy it elsewhere. A useless law that impacts regular law-abiding folks.
Assembly Bill 962 becomes law Feb. 1, 2011. Cabellas.com orders need to be placed by Jan. 21 and delivered by Jan. 31. After that, no more catalog sales to California. Stupid law.

Cabelas opened a store just across the Nevada state line west of Reno.
Scheels opened one in Sparks, just east of Reno.
I’m pretty sure there is a Cabelas in Phoenix too.
No paperwork outside Kali.
Anyone who can drive a relatively short distance (Kali. is long, but not that wide) will be able to buy all the ammo they want without the Kali. Gov. looking over their shoulder.
All this will really do is hurt Kali gun/sporting goods shops (The real goal) and Kali. sales taxes. (The unintended side effect all the counties will feel)
It will have zero effect on crime.

Right now...no one in California knows who buys peanut butter or how much...or beer...or septic tanks....or soap....or pop tarts.
They seem to act like that people will not drive over to Oregon, Nevada or Arizona...to buy ammo, under this kind of environment. It’s a bit naive, if you ask me. I could call a cousin or buddy in Texas...ask him to pick up $300 worth of ammo and mail it to me tomorrow. He’d toss it into a box with peanuts, and it gets delivered.

Is 22LR handgun ammo or not?
Not sure exactly what type of verbiage is used in the Bill, But Yes. .22LR is Handgun Ammo as is 30-30, .308, 45-70 and many others. Since Thompson Center Chambers many different normally thought to be Rifle calibers in Pistol Barrels.
How do the new laws impact reloading components? I expect, given the already large number of FFLs who refuse to do business with Californians, that there will come a time when nearly everybody decides to close the door.
So, how much space does 20,000 rounds occupy anyway? Cost?
