State cracks down on handgun ammo sales ( CA )
San Diego Union-Tribune ^ | January 13, 2011 | Michael Gardner

Lawsuit looms over law to require thumbprint, restrict Internet and mail-order sales.

Right now, law enforcement officials have no idea who buys handgun ammunition in California or how much. That will change on Feb. 1, unless a court intervenes.

Under a new law, those buying handgun ammunition will have to provide dealers with a thumbprint, photo identification, address and birth date.

The thrust of the law is to make it easier for police to investigate or prevent gun crimes by tracking bullet purchases by those already barred from possessing guns, such as felons, those convicted of firearms-related misdemeanors or members of criminal street gangs under court injunction.

Also, Californians will no longer be allowed to receive handgun ammunition directly through the Internet or by mail order.

Dealers are wary of the new law, among the strictest of its kind in the nation.

“People will just buy it elsewhere,” said Marc Halcon, owner of the American Shooting Center in San Diego. “It just further enlarges our economic problems.”

Halcon, who is also president of the California Association of Firearms Retailers. said the law is riddled with flaws. He and other critics contend it violates Second Amendment gun rights, breaches federal interstate commerce laws and is too vague, making it difficult for vendors to comply.

“I don’t see any evidence where it will deter crime,”

Yes it is. Shorts, Longs and LR can be used in many .22 pistols.

People in Californistan will simply drive into AZ, pick up their ammo and go home. The law will defeat its intended purpose. CA’s anti-gun Democrats never learn.

"Handgun ammunition" means ammunition principally for use in pistols, revolvers, and other firearms capable of being concealed upon the person, as defined in subdivision (a) of Section 12001, notwithstanding that the ammunition may also be used in some rifles.

Makes me wonder if it’ll be legal for Indians to sell ammo to the white-eyes on their reservations. They already sell heap big smokes and plenty of casino firewater. If so, what a role-reversal that would be!

That's amazing. Learn something everyday.

Good thing my son doesn't live in CA as he ended up with his GreatGrandFather's Win 1894 30-30.

Cheaperthandirt.com reported this the other day - they were going to cease Ca sales and made a point to indicate they would no longer be accepting Ca. ammo purchases from law enforcement as well

Another reason this law is stupid is criminals steal ammo or they will have straw buyers purchase the goods - either in CA or out of state. It will have zero effect on crime and it won’t help law enforcement to track how handgun ammo is used in crimes.

All it will do is inconvenience law-abiding citizens and they would rather not deal with CA’s paperwork hassle and purchasing restrictions. They will as I observed go elsewhere to get what they need and CA’s stupid state Justice Department and local law enforcement officials will be none be the wiser.

Excellent! Since Native Americans are sovereign governments, CA state law does not apply to them. I see a booming handgun ammo business on the reservations. And its not CA that is going to be collecting the taxes on the sales. Hey, its their loss!

Yup. Liberals must think criminals are really stupid. I’d say even the dumbest criminal is a lot smarter than the smartest aleck liberal who has ever lived.

The man and woman from California I met at a gun shop in Prescott, AZ back in July weren't going right home. They filled their trunk (and I mean filled their trunk) with ammo and were headed to Scottsdale to do some shopping because of the illegal aliens' "boycott" against Arizona. That guy had one heck of a list of major items he was going to buy. Thanks California! We appreciate the business.

So... What exactly IS “handgun ammunition” in their definition?

That unconstitutional vagueness is central to the only remaining lawsuit challenging AB962. More details here.

Reservations will become the Alcohol, Tobacco, and Firearms convenience stores like the old joke about the BATF.

You do understand that they will be stopped at the state line and grilled by law enforcement.

...about any fresh fruit or vegetables they may be carrying. ;-)

"any firearm with a frame or receiver that actually made before Jan. 1, 1899 is legally "antique" and not considered a "firearm" under Federal law."

How cool is that for tens of thousands of 30-30's?
