Please don't confuse his code of honor with being a sellout. The man spoke out against this when it was still in the time for debate. To inject his opinion during that time was huge. He knew he would end up having spoken out against at least some of his superiors (Congress).
He now has the decision of those he has pledged his service to, and sounds like he will implement it to the best of his ability. He could step down in protest, but I bet that would be akin to leaving one of his own behind in his mindset.

I personally would prefer a person with the Commandant's loyalty to the Corps leading this implementation; if it must happen.
