There is nothing he can do is he retires in protest other than get attention for a few days, if that. By staying in he can do much more; from delaying implementation to derailing it all together via administrative procedure. Let’s see what he does before passing judgment.

"Interesting. What was the issue that led you to resign (or just Clinton as Commander in Chief in general)? Never heard of this." There was a spike of "mid-career" officers that left under Clinton. For me personally, I was approaching the 10 year mark, it looked like Algore was going to be the next President, and I saw the encroachment of political correctness in the ranks, micromanagement reaching down to the very lowest levels, and the military being used for meals-on-wheels nation building in Haiti, Bosnia, etc. I guess the straw that broke the camel's back for me was the implementation of the CO2 (Consideration of Others) training. It predated the "Army of One" slogan by a couple years, and it seemed to me the organization was losing focus.

I believe he is dedicated to the Corps. He was and is adamantly opposed to rescinding DADT. Think about it. If he resigns, I guarantee Obama would assign a lackey as his replacement. If he stays in he can mitigate the situation, perhaps establishing a strict code of conduct which would enable any individual who steps the least bit out of line to be drummed out of the corps.
