The article never really explains. What is “improper refuse”.

What’s the point of having city litter baskets, if you can’t put garbage in them?

Next time she should just throw it on the street. After all New York is already a garbage dump, one more piece won’t hurt.

The ‘trash cop’ would have needed surgery to remove the ‘little ticket printer’ from their anal cavity.

Pass enough laws, and everybody is a criminal.

"Do you think that we want those laws to be observed? We want them broken. There’s no way to rule innocent men. The only power the government has is the power to crack down on criminals. Well, when there aren’t enough criminals one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws." --Ayn Rand, "Atlas Shrugged"

I think that if everyone just followed these simple rules we’d all be a lot better off:

The old granny should have known better where to throw her garbage. I'm glad she got ticketed. I hope from now on all pedestrians will get fined. They should pay for what they asked for.

Time to get the burden off the landlords.

So we have the terms “litter”, “garbage” and “refuse” being used here. What is the legal definition of each?

First thing to say when an officer tries to ticket you for throwing away non-toxic trash...

“Meester, you aren’t writing me up for being in this country illegally are you?”

Problem will never be reported.

NYC... where no job is too small.

These trash police should open up shop on the southern border... maybe help stop the influx of illegals.

If the paper was a NY Times, that would qualify as trash.

Imagine the fine she’d have gotten if she’d littered by dropping it on the ground. Can’t win.

She should’ve brought it onto the subway and left it on the seat for the next person to read. I haven’t bought a paper in years.

Next time, Granny, just quietly leave the paper on the subway.

And if I don't pay in 10 days, they up it to $300."

And if she doesn't pay it in a month they send the SWAT to he door at 3 AM with flash bangs and riot guns.
