Global warming is now such a serious threat to mankind that climate change experts are calling for Second World War-style rationing in rich countries to bring down carbon emissions.
In a series of papers published by the Royal Society, physicists and chemists from some of world’s most respected scientific institutions, including Oxford University and the Met Office, agreed that current plans to tackle global warming are not enough.
Unless emissions are reduced dramatically in the next ten years the world is set to see temperatures rise by more than 4C (7.2F) by as early as the 2060s, causing floods, droughts and mass migration.
As the world meets in Cancun, Mexico for the latest round of United Nations talks on climate change, the influential academics called for much tougher measures to cut carbon emissions....

The next thing you know the liberals in the west will decide there are too many bodies in the developed world consuming too much per capita output in world resources and hence we need to eliminate 5 in every ten people in western developed nations to allow “emerging” nations (e.g. third world ) to develop fairly in the face of historical suppression of their societies.
Time to have China and India cut emissions, then.

What are they going to do with the perpetual, fastest growing segment of polluters in the world? The fastest developing largest economies of China and India? Wait till they all have cars.

Take a trip to Africa, India, China and wherever there are third world conditions, no one pays attention to emissions so why should it be harnessing the “West” (who do have emissions control and regulation)?
