Quite frankly, NEITHER Bubba Clinton or George W, Bush did anything to curtail N. Korea's nuclear ambitions, but rather encouraged it.
Bubba tried bribing NK back in 1994 with free nuke capabilities, oil, and other goodies, while George Bush never enforced nor punished NK for breaking the original letter of the agreement. This is called "Appeasement."
