An achievement gap separating black from white students has long been documented — a social divide extremely vexing to policy makers and the target of one blast of school reform after another.
But a new report focusing on black males suggests that the picture is even bleaker than generally known.
Only 12 percent of black fourth-grade boys are proficient in reading, compared with 38 percent of white boys, and only 12 percent of black eighth-grade boys are proficient in math, compared with 44 percent of white boys.
Poverty alone does not seem to explain the differences: poor white boys do just as well as African-American boys who do not live in poverty, measured by whether they qualify for subsidized school lunches.
The data was distilled from highly respected national math and reading tests, known as the National Assessment for Educational Progress, which are given to students in fourth and eighth grades, most recently in 2009. The report, “A Call for Change,” is to be released Tuesday by the Council of the Great City Schools, an advocacy group for urban public schools.
Although the outlines of the problem and many specifics have been previously reported, the group hopes that including so much of what it calls “jaw-dropping data” in one place will spark a new sense of national urgency.
“What this clearly shows is that black males who are not eligible for free and reduced-price lunch are doing no better than white males who are poor,” said Michael Casserly, executive director of the council.
The report shows that black boys on average fall behind from their earliest years.

We're on to you and your game...and it's up to the black community to catch up with the rest of us in the 21st century and clean up their own community. If you refuse to join the rest of us who are trying to lead civil, moral lives, and follow the basics that will enable us to do so, then the hell with you folks. Pull yourselves up by your own boot straps. Apply your energies toward uplifting yourself and your community, instead of destroying the total fiber of your community and yourselves.

Everytime I hear crap about class size, environment, and Teacher compensation I bring up my experience:
I was in classes that ranged in size from 52 to 60; My teachers were paid nothing (they were Sisters of St Joseph); and I lived on the Lower Eastside of Detroit.
How did I fare with all those 'disadvantages'?
I have two undergraduate degrees (Pharmacy and Engineering) and one post grad (Engineering).
Its all about demanding performance of both teachers and students.
Hispanics consider themselves white.
My late grandmother taught in NYC public for 50 years.
Whenever anyone came up with one or another equalizing schemes, she would always say, "Well, that's very nice but somebody's going to have to clean the subways".

This is an almost lily-white school that pulls from many socioeconomic groups although the local private schools do pretty well.
Disruptive boy enters class late.
Teacher tells boy to get late pass.
Disruptive boy swears and insults teacher but finally leave to get hall pass.
Principal brings disruptive boy back to class, tells the teacher it was all a MISUNDERSTANDING.
Guess who is running that class this year?

Exactly! It is the values of the Asian parents instilled in their children and the discipline applied that makes these children so successful.
Blacks do not parent, they breed for the financial gimme-gimme benefits from the govt., and the kids are left on their own to survive. Theirs is a sick society that must choose to heal what ails them.

I know that hispanics consider themselves white and many are white.
However when things get broken down into these sorts of groupings, the division is black, white and hispanic. And hispanics as an aggregate,have low test scores.
Is it an islamic movement or is there another kind?
You're wrong.
Demanding 11th and 12th grade proficiency from people, especially males, with an AVERAGE IQ of 85 is cruel (Remember, IIRQ the SD on 85 is 12. That means you are demanding performance at the 11th grade level from some people with IQs of 73!). It throws their intellectual inferiority in their faces every single day, especially if mixed in with a 100-IQ population which is visibly different.
The result is phony test scores, constant lying, failure when anyone tells the truth, and restless, sullen, angry young men in the millions.
Demand what is possible? Sure.
Demand the absurd? That's wrecking our schools, and the nation along with them.
88% of black fourth-grade boys are proficient at keepin' it real.
See? There's always a silver lining.
Then you have no understanding of the problem.
This problem can easily be solved by increasing teacher salaries, benefits, and pensions.

Seriously, they should offer CASH incentives for good grades along with Scholarships to college for those who excel. Cut 1/2 of the teachers to pay for this.
Ship those who disturb the class or refuse to learn off day lockup or chain gang day labor.
