Daytona Beach commissioner arrested in election-fraud investigation

Daytona Beach City Commissioner Derrick Henry and his campaign manager were arrested this morning and charged with absentee ballot fraud, the Volusia County Sheriff's Office said.

Henry, 41, is charged with two counts of absentee ballots/voting violations, nine counts of being a principal to absentee ballots and voting violations-one count of conspiracy to commit absentee ballots and voting violations.

Genesis Robinson, 21, is accused of 11 counts of being a principal to absentee ballots and voting violations and one count of conspiracy to commit absentee ballots and voting violations.

All of the charges are third-degree felonies. They will be taken to the Volusia County Branch Jail with bail set at $6,000 each, Sheriff's spokesman Gary Davidson said.

Volusia County Supervisor of Elections Ann McFall reported irregularities in absentee-ballot requests coming into her office Aug. 11, Davidson said. McFall brought her concerns to the Sheriff's Office, which launched a joint investigation with the State Attorney's Office, Davidson said.

Henry, the Zone 5 incumbent who was locked in a three-way primary, was re-elected on Aug. 24.

The...investigation revealed that between the two of them, Henry and Robinson had requested a total of 92 absentee ballots through the elections office's website, Davidson said.

Four ballots were found at Henry's house on Sept. 23, he said.

Investigators interviewed many of the 92 people the absentee ballots were requested and heard a variety of stories, Davidson said.

One resident said she received an absentee ballot in the mail even though she hadn't requested one, ...

In another case, a resident said that Henry offered to get him an absentee ballot and the resident agreed...when the ballot arrived at the man's house, it came with a second ballot for a former resident who had moved away in 2007. Davidson said.

Volusia County has a loooong history of ballot issues - once, they sent a wagon with the sealed ballot boxes to the Capitol, and a decoy by another route.

Both wagons were hijacked.
