Bill would allow M1 Garands, M1 carbines to be imported

Washington, D.C. – A couple weeks ago, U.S. Representatives Cynthia Lummis and Joe Donnelly (D-IN) introduced H.R. 6240, the Collectable Firearms Protection Act. The bill would prevent the State Department from interfering with the legal importation of surplus collectable firearms from South Korea that were originally made in the U.S.

“The State Department does not have the authority to deny legal firearms to law-abiding citizens. These firearms have historical value, are legal, and their importation is already highly regulated by the Justice Department. There is no basis for State Department involvement. This is not about diplomacy or foreign policy -- this is a domestic issue and a Second Amendment issue,” Lummis said.

“The right of law-abiding American citizens to import these historical firearms should not be complicated with unnecessary over-regulation,” said Donnelly. “This common-sense change simply lets the Justice Department do its job and removes the State Department from the process.”

Background

Last year, the administration approved the importation and sale of collectible, American-made M1 Garand rifles and M1 carbines from South Korea. However, the administration reversed itself early this year, deciding instead to prevent these rifles -- legal to make and purchase in the United States -- from entering the country.

The State Department’s actions undermine the will of Congress, which has expressly authorized these types of transactions in the Arms Control Export Act. H.R. 6240 would remove jurisdiction by the State Department and the Department of Defense over these imports, which are already regulated by the Justice Department through the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE).

These collectable firearms would still be treated like any other modern, legal firearm, including BATFE licensing requirements, record keeping requirements, and background checks prior to retail sales.

Bingo I want a Carbine, have my Garand and its the most accurate gun I have ever shot with out a scope!

If everyone else has one yours may not be worth as much, but your chances of getting to keep it will be a lot better.

Does anyone know who will be selling these? I read somewhere that they were going to be priced around $150 or so. I wouldn’t mind getting my order in early.

Does anyone know who will be selling these?

I think Tester's bill in the Senate wants to do it through the CMP, but I'm not sure.

Hard to believe, but an M1 Carbine is on the list of no-no’s on the NJ banned firearms list. Makes zero sense at all. I can buy an AR 10 chambered in .308, but not that? Sheer insanity. Typical, though, when the people in power have absolutely no clue about firearms, apart from what they see on MSNBC, NPR, and PBS.

I have a BEAUTIFUL M1 Garand and I DO hope they allow more to come in, because I believe EVERYONE who wants on should have access to one at a reasonable price. They are quite simply, one of the finest rifles in the world.

Until you have lovingly caressed and fired a Garand you really don’t have much of a feel for US History. 8 rounds enbloc. Engage at 800 yds confidently. Patton knew what he was talking about. No “spray and pray”.

$150 would be giving them away..I don’t think that’ll ever happen. Importing these Garands probably won’t lower prices much. It would just maintain the supply for a while longer.

You can still get the field grade (good condition) from the CMP for $500, which is the best deal I’ve seen.

I’ve been wanting a Carbine to go with my Garand and 1911 for quite a while. I’ve pretty much given up on owning a Thompson, even in semi-auto, for the time being.

CMP would be a good way to sell these, but an importer like Century is more likely.
