The development raised further concerns that Turkish foreign policy was tilting outside the sphere of the Western alliance towards alignment with its eastern neighbour.
A Turkish official said Ahmed Davutoglu, Turkey's foreign minister, had opened "negotiations" on the targeting of the missiles at a preliminary meeting in Brussels last week.
Turkey said it does not want the system to exclusively target any neighbouring country.
"Within this frame, we do not lean towards the idea of defining countries like Iran, Syria and Russia as threats," a foreign ministry official said. "The minister has conveyed our opinion on the subject."
Nato's policy of operating by consensus would mean that a formal Turkish objection would scupper the US project to place anti-missile systems in Poland and the Czech Republic.
Turkey's Islamic-based ruling party has made close ties with Tehran a foreign policy priority even as Iran wages a bitter confrontation with world powers over its programme to develop nuclear weapons.

Turkey is an Islamic country, it’s not secular. The handful of Catholic priests in this ‘secular’ country have been murdered in recent years and it also refused to help with the invasion of Iraq in 2003.
So, any attempt to prevent nuclear missiles from Iran landing in Israel is automatically going to be rejected by Turkey — they would always stand by a fellow Islamic state.
Kick Turkey out of NATO and kick the UN out of New York!

Explain to me how a missile “shield” could “target” any specific country. Would it not protect against a missile attack from anyone?
It is a great tragedy what has happened to Turkey. It has became, at the very least, nearly an enemy.

There's nothing new about this...turkey's entire modern history (post WW1) is a case book in back-stabbing self interest.
During WW2 they ignored every plea from London and Washington to cut off the Reich. They were Hitler's number one trading partner until Spring 1945. Once it was clear that hitler was kaput and that only those countries that had declared waron the Axis would get charter member status in the UN, turkey turned on their partner and sided with us.
They sent a brigade of troops to Korea in 1950 not to fight communist aggression but to buy NATO membership and US protection against the Russian Bear.
Once the USSR threat was neutralized the turks gave us the finger, demonstrated by their 11th hour 59th minute refusal to allow our 4ID access and transit in February 2003. They thought that by siding with France and Germany against our invasion of Iraq that they would get access to the EU.
Nope, the modern turk is a duplicitous back-stabbing punk...always has been.

Davutoglu is a proponent of the one world Caliphate the kind of revolting system that led to genocide of Christians and Hitler’s imhuman experiment with Jews and others.
Dissolve the ties now. Proclaim the genocides and demand that Turks pony up to the survivors.
Lots of us have been saying that for a long ime-—it is dangerous to keep the bases there.
So has Turkey gone to the dark side?
The American people have gone out of their way to convince Turkey that we are not serious. The election of Obama says volumes about the maturity of the American electorate. They may not particularly like Iran, but Iran will be in their neighborhood ten years from now, likely with nuclear weapons. Wherever the U.S. is in ten years, we will definitely not be any kind of threat to Turkey. Currently we are very little use to them. I can’t say I blame them.
