Both original iterations of the bet demanded that the Certificate display a 2010 issuance date. Does the produced document show a date of issurance from May 16, 2010 onward? If so, james is obliged to pay up. If not, then I think we have a legitimate question as to whether the terms of the bet have been satisfied or not.

Hello - here is a hint. It’s the date on the signed form.
Signed August 13, 1969. Date received by the registrar: AUG 14, 1969. Date accepted by the State: AUG 14, 1969.
The date on the receipt is the day both were printed. The post mark date on the envelope is Sep 30,2010.
The conditions of the bet have been filled.

Look, I don’t know why you’re arguing with me. I didn’t say james *shouldn’t* pay; I just pointed out it’s up for discussion whether james’ terms have been met, and you clearly maintain that the date on the receipt is adequate. I really don’t care one way or the other, hence the lack of other posts by me staking out a position. Hence the lack of me arguing with you now.
It’s just that this thread was 200+ posts deep into discussing a bet between you and james, without *anyone* bothering to actually link to or quote the actual terms of the bet itself, and everyone (james included) relying on recollected accounts of it. That’s just a shabby foundation for a thread.
