I'm looking for an image of the "Monopoly Man" (with a top-hat) to use in a local campaign to paint the democrats in my county as "Big Spenders"

That would be my worry as well. I would take a couple of samples to a local artist (Maybe a art student who could use a couple bucks)or find a suitable picture of Woodrow Willson in a top hat and glasses, plenty of those around and all should be in public domain. Then you could use any number of free photo software that would allow you to turn it into a drawing. Hey how could using a picture of old Woodrow as a free spending socialist not be TRUE!!!
The owners of images like the Monopoly Man can be pretty picky about unauthorized use of those images. That goes double for iconic images like this, and it goes quadruple for game manufacturers like Parker Brothers. The chances that they’d let an unauthorized user “just slide” are miniscule.
This is one thread that couldn’t afford a typo.
