Los Angeles, California (CNN) -- California's Senate has voted down a measure that would have banned plastic bags at grocery stores.
The new ban was rejected by a 21 to 14 vote late Tuesday. The ban would have included grocery stores, convenience stores and drugstores.
The California Assembly passed the legislation in June.
Gov. Arnold Schwarzenegger had said he would have signed the measure into law, the Los Angeles Times reported.
Environmental groups such as the Sierra Club encouraged Californians to contact their state senators to push for the measure.
The group Heal the Bay produced what it calls a "mockumentary," narrated by actor Jeremy Irons, called "The Majestic Plastic Bag" that charts the life of a plastic bag. The video is on YouTube.
The measure had its opponents, too.
The American Chemistry Council criticized California Assemblywoman Julia Brownley, D-Santa Monica, who proposed the bill.

And I am delighted! A drop of sanity in an ocean of crazy!
I don’t see why we all can’t bring our own bags and eliminate
the paper and plastic.
"That's a relief!"
I recycle my store plastic bags as trash bags and doggie waste disposal. If they banned them I would just have to buy plastic bags to use for that. These people are so stupid and short sighted.
You are welcome to do what you want. It is the legislating the rest to do the same that FReepers have a problem with.
The same crowd that is unwilling to protect an unborn baby is perfectly willing to mandate toilet tank size, manner of light bulbs you use (for energy consumption, not toxicity), thermostat temperature, etc.
You certainly have that option.
Big dogs, big poop.
The bags can be made biodegradable.
Where’s that bill that bans tin foils? That’s what I want to know.
Considering the fix that California is in. Well having a bill about Plastic Bags shows why they are in such a mess.
And you reminded me. I hate my low flow toilet.
person who proposed the bill
Because I use my plastic bags for my bathroom and kitty liter disposal.
You bring you own bags and stay the heck out of my business. I’ll continue to use plastic.....double, of course.
LOL.
Bag lady.
Pretty much CA is ruled by idiots. I’m glad I don’t live there, altho FL has issues too.
Ban plastic bags, ban plastic water bottles, ban this, ban that. What are they going to ban next - chewing gum?
How about enforcing litter laws? How about enforcing recycling? How about punishing those who are not responsible enough?
Not at all surprising to find out the Sierra Club favors large scale breeding of salmonela and 3-coli ~ which is what happens when you substitute cloth sacks for throw away plastic bags.
