I am pretty sure the administration will put a no-fly zone over DC to ensure no news copters can catch a photo of the croud. (There may be a permanent no-fly zone over DC anyway - but if it suited Obama, MSNBC would be given a waiver)

They have been getting what authorities deemed to be very serious death threats all week. They moved the offices of Freedom Works to a secure building near the capital because of the threats. I am sure that Beck was told that he had to wear the vest.

Crowds for Beck rally disrupt Metrorail
WASHINGTON (AP) - Crowds trying to get to the National Mall for a rally organized by Fox News commentator Glenn Beck faced long lines trying to use the Washington subway system.
Metro spokeswoman Lisa Farbstein said Saturday that there was crowding at least a dozen stations, in particular stations coming from the suburbs into the city. She said that in the past organizers of large rallies have bought distributed rail passes in advance, but that apparently was not common this time.
