TEHRAN, Iran Iranian President Mahmoud Ahmadinejad Sunday inaugurated the country's first domestically built long-range unmanned bomber aircraft, calling it an "ambassador of death" to Iran's enemies.
Speaking to a group of officials, Ahmadinejad said, "The jet, as well as being an ambassador of death for the enemies of humanity, has a main message of peace and friendship."

It looks pretty small. 4 meters?
I doubt it could carry much payload; probably not a nuke of the Korean design -— too big.
It could be used for surveillance, maybe small conventional ordnance, or a dirty bomb. But that’s assuming that it actually flies, has self-navigation capability, and some kind of significant range — and give or take stealth (which it apparently lacks).
Stealth is not that critical for cruise missles. You can fly absurdly low -— 2-3 meters off the ground -— with a drone -— risk you would never take in a manned plane.
Sound and eye visibility are much more important.
A nice, quiet jet engine, something commercial and cheap.
WMDs are also unlikely — payload size is comprable to a nuke for any meaningful attack.
You just make 10,000 of them, super cheap, and let them swarm.

A modern cruise missle is not all that different that a V-1.
A turbine replaces the pulse jet —— and GPS aids navigation.
What Iran lacks is access to hardened GPS, which is what makes modern cruise missles so deadly (along with terrain info). It probably would try to “tag along” with USA commercial GPS, which is easily turned off or jammed.
