The real question is: are they exempt from the mandatory tax, but do they get the medical benefits anyway? If so, it’s an equal treatment issue. If they were like, say, Christian Scientists and were going to refuse the medical care, I could see a good reason for not including them. But, I think they work the system, and you’ve got it right.
