Congress should just start at zero and try to improve from that point.

That would be unfair. I think this is one of those feel good classes where the teacher begins the school year by saying "everyone starts with an A" and they are doing thi "good."

These numbers have got to be bogus. There’s no way that so many congresscritters would survive 11% ratings in the next election. Pollsters aren’t smart enough to figure out that when they call someone, it’s “cool” to say you disapprove of your congressman.
