Sounds to me like the system worked well enough....

Why "fix" it? It seems to work just fine. From the pen to the landfill... What's the problem?

They should paint arrows on the floor leading right up to it, with bilingual signs saying "Escape Hatch - Entry Prohibited". Sooner or later the dump will get full, and they can just start another one.
