Just got off the phone with a longtime customer (a County Clerk in Texas) and was told of a program that is in the planning stages for Military voting procedures.
HAVA (Help America Vote Act) and the EAC (Election Assistance Commission) play a large part in how BBM (Ballot by Mail) materials are printed and distributed to voters. According to my source, a federal representative of the HAVA accidentally let slip that HAVA are working on a process that would allow Military voters to a). request a ballot by mail via email b). be able to send the (voted upon) ballot back via email.
These are currently distribute via conventional services such as USPS, Fed, & UPS. The 'kits' contain a series of nested envelopes, an application, and a ballot. The ballot is of course printed county specific (to facilitate any local races), sent to the voter who marks the ballot, inserts it into the ballot envelope, along with the application containing a signature (which is checked against records at the courthouse) and mails it back.
I have been in the election supply business for close to 20 years, and was deeply troubled when I heard this information.
Worst case scenario, I can reasonably assume that this will be established as law before the 2012 election, and will include both Military and Non-Military ballots by mail.
I wanted to post this as quickly after I heard the information as possible so that it was still fresh.
At this point NOTHING is in place, but I trust this source implicitly. To borrow Fox's line, I report, you decide.

I wouldn’t trust this administration with something like this as far as I could kick it. I never had any trouble with the mail-in absentee ballots when I was active duty and I spent a lot of time overseas.

Scratching my head as to what the potential problem is here... sounds like a regular mail-in absentee ballot. What am I missing, a tinfoil cap?
The problem is that the military tend to vote Republican. Democrats do everything they can to disenfranchise military voters. With this program, they can eliminate the military vote merely by hitting the ‘delete’ button.

Ballots for the last presidential election were held at the Joint Military Mail Terminal in Baghdad as low priority mail until they were no longer valid. Hence, many military had no voice in that election.
Huge opportunity for voter fraud. I personally witnessed the “early voting” fraud at the LA county recorders office in the Obama election, they were handing out ballots like trick or treat candy, no ID required, just fill out a form, claiming homeless status was a valid ID, I saw several (black) persons turn in a ballot and go back and get in line

Me too. While I would like to see the military mail-in ballot destruction/misrouting stopped, I think it would be far easier to do mass firings of postal employees w/ revocation of retirement/healthcare packages at the post office locations that it occurs at. Or, as an extreme case, try the employees for: mail-fraud, malfeasence, election-tampering, and treason... all with maximum sentencing.

This should not be hard to do and verify... It would be very easy for DOD to set up a system that requires CAC (Common Access Card) login in order to vote. This would be a very secure way for every service member to vote no matter where they are in the world.
