I suspect the military uniforms were probably meant to make the people at the checkpoint wave them through thinking they were military - not realizing, of course, that even military actually have to show ID. This type of checkpoint running is a very Middle Eastern tactic. It will be interesting to find out more about these people (if we’re allowed to do so).

MyFoxTampaBay has a video report that has close up footage of some of the contents in the vehicle--guns and lots of ammo clips, a suitcase packed with clothing and other things.

Base officials haven't heard that it was a planned attack.
A News Channel 8 reporter on scene at the base saw at least 13 loaded rifle magazines and two pistol magazines in a bag.
Authorities also found military clothing and other military-style equipment in the grayish blue Honda CRV driven by the suspects. No explosives were found.

CNN reports the duo is a man and woman. Video report at the link says they had "sniper-type" rifles.
At about 1:25 in the video they have close-ups of rifles and ammo clips.

DoD stickers were discontinued following 9/11. Only way yo get waved on is with a military ID. Vehicles are randomly stopped and searched.
Proper ID is either a CAC for active duty and civilian employees or retired and dependent IDs.
