WASHINGTON (AP) -- President Barack Obama demanded that BP set up a compensation fund for the oil-tainted Gulf Coast and prepared for his first Oval Office address to the nation as he tried to wrest control of the environmental disaster threatening to overwhelm his administration.
White House officials announced the steps Sunday as Obama prepared for his fourth visit to the tortured Gulf.

BP has already publicly agreed to pay compensation to victims. Furthermore there already exists a Trust Fund for the same.
IMO Obama should be working with BP to stop the flow of oil, to capture as much oil as possible, to prevent oil from reaching the shore, and the rapidly cleaning up the oil that hits the shore and inland waterways.
Shaking his fist and saying that we will not rest until the land is restored, and the criminals caught, sounds too much like Clinton after we've been hit by terrorists. Then nothing happens of any substance...
Setting up a fund that he will control just gives him more money to reward Democrats and punish Republicans.
I read recently in an Army newspaper where when asked who should be added to Mount Rushmore some civil service moron (and yes he was black) said Obama.

THE OIL POLLUTION ACT OF 1990 CHARGES THE WHITE HOUSE WITH CLEANING UP THE MESS. SO YOU HAVE FAILED BIG TIME, HUSSEIN!
OPA, among other things, amended Section 311 of the federal Clean Water Act. Section 311 now provides in part that: (A) If a discharge, or a substantial threat of a discharge, of oil or a hazardous substance from a vessel, offshore facility, or onshore facility is of such a size or character as to be a substantial threat to the public health or welfare of the United States (including but not limited to fish, shellfish, wildlife, other natural resources, and the public and private beaches and shorelines of the United States),
the President shall
(notice the word SHALL; not "MAY" not "CAN" not "PERHAPS", but SHALL!)
direct all Federal, State, and private actions to remove the discharge or to mitigate or prevent the threat of the discharge.
(B) In carrying out this paragraph, the President may, without regard to any other provision of law governing contracting procedures or employment of personnel by the Federal Government–
(i) remove or arrange for the removal of the discharge, or mitigate or prevent the substantial threat of the discharge; and
(ii) remove and, if necessary, destroy a vessel discharging, or threatening to discharge, by whatever means are available.
P.S.: CNN reports that on the day of the memorial for the victims (a month after the explosion), HUSSEIN ATTENDED A FUNDRAISER. Nice move there, jerkoff. Real caring.

Nice thought. I have a different set of short-term predictions. The 2-day visit to the Gulf is for show; the speech is already written; some sort of deal has either been reached or not reached with BP and the British government; and finally, the 2-day trip and address will be over on Tuesday so he can get back to the WH for Wednesday art/party night!
Have they announced the time? These things are usually at 9pm Eastern. That would be at the same time as Game 6 of the NBA Finals.
Why would he do that?
I believe the existing fund has 1 1/2 billion in it.
