I’ve seen that here in the Pacific Northwest, particularly on rhodendrons.
Always believed it had something to do with mildew or mold, and occurs during periods of high humidity and damp.

I have seen this on my squash and tomato plants here in SW Virginia, but it’s not killing them. It has been a very wet, humid year, so I put it down to mold, blooming after a few very dry years. The newer growth doesn’t have it; only growth that is about a month old.
White kryptonite, of course.

In TX, every spring, I get little black particulate specks which burn the leaves on my tomatoes and cucumbers. It coincides with the agricultural fires in Mexico & Central America.
What these folks are experiencing sounds different.
