New terrorist tactic: Suspicious bags?

NEW YORK (WABC) -- You've probably heard the slogan "See Something, Say Something." Now it appears potential terrorists hope that you do, just to see the response.

Suspicious bags, some provoking a cautious response, were checked out in large numbers in the weeks after the failed Times Square bombing attempt.

Bomb expert Kevin Barry with 20 years experience in the NYPD says the bags could be filled not with bombs, but with innocuous items like water bottles or socks.

The potential terrorists would be watching the response.

"After every major incident there will be a spike in calls because people become more nervous and there is more reporting of suspicious items," Barry said.

Putting more emphasis, security experts say, on the slogan "see something, say something."

"People are becoming more suspicious, more vigilant and that results in more calls. We understand that happens and we are prepared to respond," police commissioner Ray Kelly said.

This is something I've been talking about for years. As long as we keep pushing the panic button every time someone sees a grocery bag sitting against the wall, "evacuating" in both senses of the word, the tactic described in the article will be very productive.

It's every bit as much a terrorist victory if we over-react and close down our open society as it is if a bomb kills innocents.

Why not just ratchet down the response and treat every suspicious package as a suspicious package and not a potential bomb?

The problem is that a couple of hundred well-organized pranksters could take down a major component of our transport system, because we don't know how not to over react.

I was on the Chgo PD in the late 60's and the bad guys would call several false alarms in about "man with a gun" or "women screaming for help". When the PD responded, they would hit a target of their plan with "no cars available".

I could see bad guys placing 20 bags around and then hitting a place they really target. Semper Fi

This is exactly what happens when our response is based on policy and procedure not investigate and take action.

1. Policy say, treat all suspicious items like major threats.
2. Procedure says, evacuate the area, call in bomb squad to determine actual threat then do something.

as opposed to

1. Investigate, check out suspicious bag
2. Action , pick up trash and put in nearby trash can .

Ever wonder why TSA never catches any suspicious people? TSA has announced what they’re looking for and where they’re looking!!!
