This is not a USMC medal. The whole thing was the idea of a British general.

I have absolutely no first-hand experience in this matter.
However, I'd argue that a shoot / don't shoot situation must be a pretty hard decision to make.
Not hard enough, however, to get a medal for. Courage under fire is one thing, "Making a tough decision" is a whole other one, and what training is for.
Next, medals will be handed out for showing up on time, dressing properly, playing well with others.....

I agree with Rush the only way this medal is meaningful is posthumous. Otherwise, it will generate a whole new category of civilians saved and how easy it is to get the medal. We can now recruit among the Amish, given, they can get a medal for not fighting, they need to do something to justify that exemption from ZerOcare.
