There should be a LEGAL process by which foreign nationals can attain resident status by enlisting and successfully serving,

Enlisted members can be of other than US citizenship, however, ALL offciers prior to commissioning MUST be sole US citzens. US Code requires it (recall, they are entering a permanent OFFICE of the US, only terminated by eitehr resignation, or removal by appropriate authority).
If I understand crrectly, he married prior to his commission, so he in fact likley was evading the turht-perhaps not intentionally, but I doubt it. If his spouse was not a US citizen/legal alien, she could not have been enrolled in DEERS (Defense Enrollment Eligibility Reporting System; military family member enrollment into the DOD personnel system) legally-BC, SSN, proof of US citizenship/legal alien status required.
More than one system missed this, I’d guess.
