Enlisted members can be of other than US citizenship, however, ALL offciers prior to commissioning MUST be sole US citzens. US Code requires it (recall, they are entering a permanent OFFICE of the US, only terminated by eitehr resignation, or removal by appropriate authority).
If I understand crrectly, he married prior to his commission, so he in fact likley was evading the turht-perhaps not intentionally, but I doubt it. If his spouse was not a US citizen/legal alien, she could not have been enrolled in DEERS (Defense Enrollment Eligibility Reporting System; military family member enrollment into the DOD personnel system) legally-BC, SSN, proof of US citizenship/legal alien status required.

Enlisted or officers both...
However they have to be in the US legally and have an Alien Registration Card (green card)
No he probably is not getting any additional funds BAS and BAQ for his family...
But then neither do very junior enlistes get those funds...
If he married after he entered the military then he deliberately violated his sworn oath to uphold the laws and Constitution of the US..
He knew what he was doing...plus he had also sworn the same before he entered the US...and knew that if he committed a felony (such as aiding and abetting, transporting and harboring an illegal alien) he would be deported...
His actions are not that of officer material...
nor of a potential American citizen...
