After all dear Robert came to power in Rhodesia, spouting conciliatory platitudes and only gradually turned the one African country with good schools and hospitals, well run agriculture, and splendid resources, into today's third world cesspool called Zimbabwe--and, incidentally, himself as permanent dictator.

This amount does not include civic action programs and USAID..this is Foreign Military Training programs. It is different than other government programs.
They will get excess military equipment we have in our inventory at no cost.
We are building up their military by training and equipping them on our tax dollars.
These countries make a request for training and equipment..the budget was not high in the past

Obama will send American dollars out of this country for any reason he can find. He believes that America has become wealthy by exploiting third world nations like those in Africa and Indonesia, where he grew up.
If Barack Obama and the Democrats are not removed from office in November America will soon become poor and weak. When we become weak enough all of the those who have hated us for so long will come for our blood.

In order to be the president of the United States, you have to be a natural born citizen so your loyalties are to this country. If you were born in, say, Kenya, your loyalties would be for Africa.
Thus, Obama's spending increase in the ability for Africans to slaughter themselves rising from $8.2M to $25.5M is calculated this way:
25.5 - 8.2 = 17.3
17.3 / 8.2 (the difference divided by the original amount) = 2.1097 ~ an increase of 211%.
The new total is 311% of the original amount. It is not an increase of 311%.
