i asked if it was 50 feet on each side... and was told 100 ft on each side... i said it sounded like a 200 feet buffer...

EPA in accountable to no one. They are not elected. They have been running roughshod over the American public for years.
In the Western parts of the country, there are a vast number of stock ‘watering ponds’ which are fed with rain water & snowmelt that flows down the watershed. Take a rancher with 5000 acres of cattle and he has these ponds all over his land.
Under this kind of ruling, he would have no control over the use of the rain or snowmelt and would be unable to raise the cattle that support his family and feed the world.
The EPA is imbedded with people who believe in Earth FIrst & Wildlands Project.
They are determined to destroy America’s ranches & farms.
If YOU have a rain barrel on your property that catches the rain from your gutter/downspout and use it for your garden, you would no longer be able to do so.
They also do NOT want any of us to raise our own veggies, etc.
If you try to put in a diversion to keep your driveway from washing out, you will be under the EPA for permission to do so.

He is trying to tie up all the water in N Nevada so the Southern Nevada Water Authority can buy the water for Las Vegas. He intends to turn N Nevada into a dust bowl.
The money grants to build all the bike trails & paths in Madison have created a big problem.
The grant money requires that all the pathways are kept maintained at all times.
Have you any idea how difficult it is to plow the snow from these surfaces in the winter? Streets are not plowed, but the bike paths get priority.
