Even though it will takes years to explore and produce from new areas, this can have some effect on the psychology of the oil markets and cut back on oil storage for higher prices in the future. But we'll see how much acreage is actually opened up for drilling. This could be a political set-up for a radical CO2 cap and tax bill.

Apparently you need to read some good Oil & gas Journals. Go to the library and see if you can get: Oil & Gas Journal, E&P Magazine, Oil & Gas Investor or some others. Stunning discoveries being made offshore, by the BIG oil companies and smaller ones. Please don't suck up the MYTH that Obama and Co promote, that BIG oil just sits on leases.
Those projects take years to come to the point of sinking a drill string a mile or two in the water, then another 5-10,000 below the ocean floor.
Cost anywhere from 100-200 MILLION. Know anybody who is gonna drop that kind of money without some serious science, logistics, permitting (think EPA), etc. ???

With the possible exception of the three largest oil companies in the world, that strategy would be self-defeating. Every other oil company can make more money by producing more oil rather than preventing other companies from producing it. Anadarko, Hess, Plains, Chevron, Noble Energy, and numerous other companies are rockin’ in the Gulf of Mexico right now. There is a huge amount of drilling and infrastructure building going on out there and oil production is increasing in the newer fields. Our problem is that older fields continue to deplete and decline in production naturally, especially offshore in places like Mexico and Canada. But no, there’s no incentive for the independent E&P companies to sit on leases and not produce. It takes time to do seismic surveys, drill wells, and build production infrastructure, but they’ll do all of that as quickly as they can if the oil is out there.

My take as well. I've already heard Salazar is thinking about raising Fed Lease Royalties from 12.5% to 22.5%; a nice and convenient 10-15% severance tax to help out the poor folk pay the new HIGHER costs of energy could fit right in nicely, with that "old time populist" appeal.

Just get past November with his lemming Congress intact is all he is thinking.
