Specter, I think, is trying to regain some credibility (never had any but he thinks he did) and distance himself from the zero administration because he’s losing to Toomey.
I also think the zero administration promised him a clear playing field if he would switch and now Sestak won’t play ball so Specter is taking it out on the administration.
LEt me be clear - I am clean and articulate. But I’m still a thug... and I’m still a gangsta.
How about aiding and abetting?

Sestak has the look of another Rahm pseudo-Blue Dog, so Specter, being a self-consequent idiot, would presume the Black House wants to replace Specter with Sestak. So Arlen whines to the Black House, and a political fixer makes a call to Sestak to drop out. But Sestak reasonably thinks he'd be a better DemonRat than Sphincter would any day, so he's going to hang tough.
These guys, when they're in Political Mode, apparently don't even think in terms of criminal law anyway and have to have some lawyer on staff remind them when taking the money would "expose" them to "some liability".
I think I trust Specter more than McCain or Graham-nesty. How screwed up is that?
