House may try to pass Senate health-care bill without voting on it (Slaughter Rule in serious play)

After laying the groundwork for a decisive vote this week on the Senate's health-care bill, House Speaker Nancy Pelosi suggested Monday that she might instead attempt to pass the measure without having members vote on it.

Instead, Pelosi (D-Calif.) would rely on a procedural sleight of hand: The House would instead vote on a more popular measure that presumes the health-care bill has passed the chamber.

The tactic -- known as a "self-executing rule" or a "deem and pass" -- has been commonly used, although never to pass legislation as momentous as the $875 billion health-care bill. It is one of three options that Pelosi said she is considering for a late-week House vote, but she added that she prefers it because it would politically protect lawmakers who are reluctant to publicly support the Senate bill.

"It's more insider and process-oriented than most people want to know," the speaker said in a roundtable discussion with bloggers Monday. "But I like it," she said, "because people don't have to vote on the Senate bill."

Republicans quickly condemned the strategy, framing it as an effort to avoid responsibility for passing the Senate measure, and some suggested that Pelosi's plan for a self-executing rule would be unconstitutional.

I would rather they do this than twist arms, bribe and what all to get the 216 votes. At least the court system will have fun with it. The heck with that pesky Contstitution as it is a “living” document and we can do what we please per the dimoKKKRATS..

This is how most dictatorships form. First they circumvent the laws. Then they flagrantly violate them. By the time the people realize what is going on, they have total control. The only difference here is that the majority of the military despises the Marxist in chief and he will need them to complete the coup.

The have taken over the banks, the auto industry, the education system, trying to take over the food industry and power, ready to seize health care and student loans..... what else is there?

The only way this will stop, short of a civil war, is a military coup of the states start seceding and reclaiming their states rights.

and............ they are doing it out in the open, right under everyone’s nose. What are the people doing? Nothing much. Griping, having some tea parties, and the coup marches on.

Isn't this what we, in computer terms, call a *virus* or *malware* or *trojan* or whatever we call this crap nowadays? Either way, it is unwanted, malicious, and a general PIA .. and we spend tons of hours every year either preventing or eradicating this crap from invading our personal computers.

Didn’t the Senate already say that this won’t fly? I thought Conrad said that if the House doesn’t pass the Senate bill then there is nothing they can act on. The Constitution says that all spending bills must originate in the House.

Levin has been talking about how this is probably the easiest way the conservatives can get this Obamacare "law" which really will not be a law, thrown out. There will be no recorded vote which then does not meet the requirement of " But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively." found in U.S. Constitution - Article 1 Section 7

A presumption that outlawing gun ownership is passed, no need to vote on that.

After that? A presumption that all executive fiats would have been passed, no need to vote on them.

All the while the Republicans wail and bluster, but none have the stones to storm the floor and shut this coup down. They instead turn their pants yellow and wet, hoping we the people have the guts to take up arms and do their duty for them. Better to be the Dem’s b*tches than a Joe on the street.

Is it true that "deem and pass" has been commonly used? If so, I'll bet it was never used as an end run around a close vote.
